Jihan Wu should be able to use whatever he wants that makes miners better. BU can close the BoostASIC trick too. Mining is not an end, it's a means to an end. If ASICBoost is an incentive for miners to block improvements to the protocoll, devs must take action against it. Furthermore, ASICBoost incentives mining empty blocks which delays transactions and rewards miners for doing something that is not useful.
