Yep, that's suspicious to say the least--but I'm not tagging merit abusers and I'm not sure if anyone is consistently.  Obvious ones I've seen get busted, but I don't know what the threshold is for obvious.  This is about as obvious as you get, however. 

My guess is that if they show up to defend themselves--which might only happen if they get tagged, they're going to say they're friends, or they'll give some related excuse.  I'll be a-watchin'.

The other users also look suspicious but it's not explicit enough for me to warrant a tag. Usually, when there's a bit of doubt, I won't carry through with it. But in the case of FS and nick, that should be clear to anybody.

This looks like alt-accounts to me and nickbelski is the main one.

I may have forgot to post something more, but will add later on if something's missing.
Chose to do it like this so you don't have to switch tabs to see merit history.
