Political action committees typically can collect almost unlimited sums and allow the donors to stay anonymous.
PACs actually need to report their donators to the IRS (and maybe the public, but I am not 100% sure on this). This is why the 529 groups have such a big supply of possible donators as they can receive donations without the donator's identity being made public to anyone. It is also why the 529 groups were targeted over the past several election cycles as the IRS wanted potential donators to be afraid their identity would be revealed if the groups were to be denied their 529 status
