Likely Russia if they pursue blockchain technology will built their own platform. Just like the many others such as R3 and IBM after experimenting with open source projects like Ethereum for a couple of weeks. They are certainly capable of it, lots of smart Russian programmers. I"ve actually been helped two separate times with programming problems by Russians over the years. More than friendly and gave free information that saved me big headaches.
Interesting story though (thanks for posting it). I've always thought that the assertion by the US government that state sponsored hackers interfered with the US elections was a bit of a stretch. It seemed likely that any one of the thousands of hackers in the world might just do it for fun. And as most folks on this forum with any computer background likely know Russia has lots of those. Putin recently stated that he did believe that independent Russian hackers may have interfered. If true I'm sure that it appealed to his sense of humour. It may have even encouraged a renewed interest in computer related things like cryptocurrency.

You don't seem to grasp the magnitude of this. It's not just about building their own crypto ( likely based on ethereum ) but about using the ethereum technology for other and everything else aswell. I've read an article about some russian ( someone important ) talking about implementing some of this technology, but can't find it now. So it isn't just about making their own cryptocurrency, because that is trivial.
Even if they don't directly deploy on ethereum public chain and use a private implementation that communicates with the public one ( which is still BIG ), most of the impact comes from the money they pour into the research. Because, whatever new breakthrough is made into ethereum, even if it's made by a private party, it can and will be used by the public chain aswell. That is why EEA is formed, ethereum is becoming the de facto standard of blockchain. Ethereum IS blockchain.
