Voice changer apps makes your sound robotic or distorted, but it doesnt make you sound like a girl (if you are male) or vice versa.

but i cant make a call from this app.
if you have android, you can go to the google playstore and download free "Call Voice Changer" from there. it pretty cool. it hides you number and changes your voice. there are plenty of voices to choose from
