For a normal user who has no concern about privacy can use free VPN browser plugins to access the restricted site (Most people only want vpn to access restricted sites).
Free VPNs can be useful but not only privacy-depriving but also not secure and safe to use, yoyu information are sold to the third parties while also congested the VPN usage with ads that might be malicious and contain malware, but also your internet activity is not also safe. Paid VPNs are better, but the reputed ones among them.

Among the centralized VPN which one is the best ?

I want to know if there is any VPN Service Providers who do not get access to our data ? 
I will advice you to use DPN also known as dVPN which is a decentralized VPN unlike many others that are centralized and keep user logs by design but implying no log kept. You can still also trust VPN like ExpressVPN that maintain good reputation up till today without exposing users logs, but the design of VPN make it possible for the VPN provider to keep users logs unlike DPN which are decentralized.

VPN service providers  claims they do not capture our logs but can they have direct access to our files on the system ?
They can have access to what we are doing online, but if DPN is actually decentralized, it will keep no log, but I am not totally sure if this claim is totally true.

You have a correct answer already from JohnBitCo, they have access to your online activities. Some maintain good reputation like I said earlier while some do not hesitate to give governmental bodies the details of some criminals that make use of their services for certain criminal activities invested, I mean VPN. To maintain better online privacy, you can decide to go for Tor, but it could be slow in connection.

Another important thing is that people do not know exactly what to use (VPN , PROXY , TOR etc) and what is the difference between these. For a normal user who has no concern about privacy can use free VPN browser plugins to access the restricted site (Most people only want vpn to access restricted sites).
If you want to buy VPN then your requirement would be much higher as you would be needing a full privacy so no one can track your online presence and activities.

You have a correct answer already from JohnBitCo, they have access to your online activities. When we say the VPN service collect the logs, it means that they keep track of the websites you visit etc. They have no access to the data stored on your harddisk. If this was the case,  then no one would have ever used a VPN service.

What is a "file on your system"?

Generally if you install a software it'll have access to a lot of things but most aren't designed to take logs of what you're doing.

Realistically, anything installed on your computer can get access to what you're doing in it and what you have on it - most are unlikely to log this sort of thing though - especially if it's accompanied by antivirus - as it likely will majorly destroy their reputation with companies (where they get a lot of their money and who care most about espionage like this).
