If you join bitcoin-OTC, there's a semi-automated system to rate people, I'd highly recommend you join it. If you do there are people who would be happy to sell you coins.

I would like to purchase some bitcoins and pay via paypal. I realize trust is required in the case of using paypal so I offer that we start off with a small amount (say $10 for 10 bitcoins).
