Why bother with escrow on a PayPal transaction?  How does escrow help?

PayPal is not safe for exchange with bitcoin unless the person paying with PayPal is trusted.  Escrow does not solve that problem, and if the person is already trusted enough to accept PayPal from them, then escrow does not provide anything usefull.

An option within PayPal is to send as Friend/Family or Gift, which makes chargebacks more difficult without jeopardizing the status of the account. I'm going on the assumption that this is how the PayPal transaction will be sent. By offering escrow, we're effectively filtering out one type of scammer -- the ones who get the buyer to send first as F/F or Gift and then disappear once the funds are sent. That leaves the buyer with the only option of claiming a compromised account to get his money back, which can sometimes results in a perma-banned account.

The sender could then login to his Paypal account from a VPN and send the payment as gift, when he would later logon into the account from his real IP and he would request to reverse the transaction and Paypal would reverse it no questions asked. Just got to be aware of that.

I am looking to buy 0.42BTC with Paypal, have already done so twice on this forum, trusted member.

Even if you cannot find someone to meet with you for a face to face exchange of cash for BTC there are many people who will send you BTC once you deposit cash directly into their bank account.  Or, you can use moneypak, moneygram, western union, etc.

PayPal and credit card purchases of Bitcoins in general do not work and are not done.

Escrow could be used to make paypal safe:

Buyer sends paypal funds to the escrow agent
Seller sends the BTC to the escrow agent
Wait one year
If there is no chargeback on the paypal funds in one year the fund are "pretty safe"
Now release the USD to the seller and release the BTC to the buyer.
