He's not stopping... just revamping his operation and upgrading to Panda Miners & next-gen GPUs.
And yes, the 470s are still very relevant for mining and I would expect should be so at least until the end of this year. Will be interesting to see how quickly miners upgrade... but hopefully it won't put a major dent in 470s effectiveness for a few more months

yeah I also have the may 1 dead line every year summer power rates kick in.
when I figure heat saved in the winter my power is 9.5 cents. actual about 12.7
but when I figure summer cooling my power is 19 cent. actual about 16.7
So every year in the spring I cut back and revamp.
I started early this year. normally I would have sold off my cards a month from now.
but the last week in NJ we had temps of 65 ,73 ,67 we will drop then get hot next weds.
So I cut back from 40 gpus to around 18.
