It's really not that easy to attract people since and as we can see now , there is alot of exchange website out there .
There is a huge competition , you have to offer some good rates also you need developpers obviously so they make your website and design it so it looks good , Also advertising is the key otherwise no one will here of your website . You may wanna start with Signature compaigns etc .. here on Bitcointalk .
You didn't say how much you own or how much you are willing to invest on this project though , but it's much if you want anything serious.
