What this member did is done by many scammers who contact you on one of the popular communication applications they tell you that they have a huge amount of money stuck, and then they either send you a link to a new scam exchange platform or request a no collateral loan to withdraw their money, as happened in this case. Or by sending you the details of the login information for his account on the scam exchange platform so that you can log in and then make a deposit, or by sending you the seed phrases or private key for one of the wallets that contain several top assets and a malicious contract, and in both cases, the scammer will steal this money that someone deposited or gave him in advance, and maybe he does not have 41.90 BTC, and what largely indicates that he is the owner of the domain is that his account was created 5 days ago. Also, the topic that he created on the Lending board was his first post on the forum.

Thank you @SFR10 for creating this warning topic. I will now support the flag.

This user might not be a scammer but a victim of a scam. Maybe he has run into all this scam investment platform where he deposited little and somehow they were able to increase his profit to a certain amount,

You have a point but in addition to what other users have already said, isn't weird that he/she specifically chose 42.022BTC as the minimum withdrawal amount while he/she created that so-called portfolio? Why it wasn't 42BTC exactly?

Yea, this is also another point to look at. Things happen online these days. It could either be the Op who has the site and wants to use it to scam others by trying to get a loan, or it could also be a victim of a scam, like I said earlier. Scammers can meet these greedy guys who are desperate to make it and flash them some fake coins that they can't withdraw and ask them to pay a withdrawal fee in order for them to get that coin out of them, which is never going to happen in any way.

Flag is supported to warn others of the dangers of the account operator.

This user might not be a scammer but a victim of a scam.
Not yet, he hasn't deposited anything. I think he is stupidly risking other people's money here and hoping that the 41 bitcoins are real he can withdraw. But I'm more confident that he owns that site.

Supports flagging.

Yes, but he then rushed to the lending board asking for a no collateral loan. How did he know that users give out loans in Bitcointalk?
Well there's one answer, He's probably an alt of a past scammer trying out all tricks and luck to acquire an unsecured loan. He definitely knows how things work in the forum.
Your first thought make sense but the user being an alt of a scammer with the way he approach to ask non-collateral loan is "newbie scammer" moves.

If he really knew how bitcointalk fights scams and avoid interaction of transactions with a "brandnew account" what he did doesn't make any sense and will end up getting tagged which he did. I knew scammers have higher IQ to lure and fool people but this one, doesn't ring a bell, maybe he's just "new" — trying to learn. Lol

This user might not be a scammer but a victim of a scam. Maybe he has run into all this scam investment platform where he deposited little and somehow they were able to increase his profit to a certain amount, which will be tempting to him to want to withdraw, but they will not allow him to make that withdrawal (because there is no coin there in the first place) instead they will want him to bring money deposit which he will never be able to withdraw back, and seeing this amount, he will be moved to go ask for a loan from anywhere he thinks he can get it based on his greed to get those figures on the platform, which is not real.

If I'm suspicious, the user needs some advice to talk him out of this because he might be ready to go to any length, even if it's to sell property at his disposal, just to make sure he is able to raise that amount in order to request that withdrawal, which is never going to happen.

What happened::
While I was scrolling through the topics on the Lending board earlier, I noticed a user was asking for a 0.02BTC no collateral loan to withdraw his/her 41.90BTC on a newly created platform [less than a month] that doesn't allow adjusting the minimum withdrawal amount after the creation of their portfolio [the whole story is obviously fake]!
