Do not trust the government
Don't worry, everything is fine. Segwit just got activated yesterday and your client is ready for it. It is just that some miners should have stopped signaling support for Segwit, since it is activated. This signaling is basically the block versions your client is referring to.

The second warning had been there for quite some time. Developers heard that some scamers are getting people to type all kinds of things in their command line to send them bitcoins without even knowing what they are doing.

Read https://bitcointalksearch.org/topic/the-newly-found-block-has-size-larger-than-1mb-2118516 : Segwit blocks can be larger than 1MB.
I think Bitcoin Core needs to release a newer version.

No.  It is miners still signaling on bit 1 after segwit activation.

I see the second warning now. It's been there or something similar has been. Pretty much it's telling you if you don't know what gets typed in the console, don't type anything.

I have the "warning" too. See this thread on Reddit. I'm not familiar with Segwit so I've no idea what they're talking about, but at least it has nothing to do with your wallet, coins or transactions. I don't see the second warning though.

Could it also possibly mean another fork?

In my Bitcoin Core Qt-client v0.14.2 , I get the following WARNING MESSAGE:

Warning: Unknown block versions being mined! It's possible unknown rules are in effect

When I open my debug window console, I get the following WARNING MESSAGE:

WARNING: Scammers have been active, telling users to type commands here, stealing their wallet contents. Do not use this console without fully understanding the ramification of a command.

Does anybody know what is happening?
