Definitely don't try to chase opportunities like these. If someone is offering a exchange rate higher than 20% is is certainly a scam. Don't be greedy, you will lose money.
I heard that PayPal was involved as desired payment method? It is another huge red flag, there is no way you will win dispute with PP over bitcoin transaction as you can't prove that you received BTC.
Scammer could never pay you or reverse transaction up to 180 days. Beware.

You didn't try the site then right? Was it a random user talking about the 20% above asking rate or was it a rep that works there? Do you have any evidence of the post that we could see? Any screen caps links or archives?

I just say a post about xchangechina.com and how it promises to exchange bitcoin to usd/cny at a rate 20% above asking. Within 6 hours the post and user were deleted.
Might be a scam, might not but if it's too good to be true it probably is.
