The guy has already a red trust for selling cracked accounts. The guy has already openly admittedthat he is doif something illegal. Why deal with him still? I thinthisbis some kind of a joke. I you can't pos proof then this accusation is worthless.
OP, please open up a proper scam accusation, the format which you can find in a sticky at the top of the main page. And you'll have to post proof of a scam or else no one is going to believe you. If you were trying to buy the laptop from him on the dark web, it's not surprising if he did try to scam you.

I paid him to $1800 and he is still not replying.
