You need
1. Proper ANN to your project and proper feedback or a method to help people check the background of the ICO, else people may end up advertising/shilling a scam.
2. Escrow for the money you promise to the people. Also a proper, transparent bounty manager would be good, even if I understand that some details/internals you won't want to publicly disclose.

So it means that you had a talk with the OP and they wanted to promote their ICO and post about it in their announcement thread. then i think it is not correct and what you said is correct.

But if they wanted to promote their ICO details in other sections then it is no harm and it is just like what all signature campaign are doing it. Here they wanted it privately to do it.

No, I have no talks with OP and I concluded this on my own but AFAIK apart from ANN thread or altcoin announcement section there are no boards where you can promote/write about some ICO.
Enlighten me, if there any board exist where you can just praise any ICO?
Anyway ,still I think you can not give incentive to post favourably for your ICO.

Can you be more accurate on what services are you looking for? I have to warn you, paying someone to post specifically into an ICO's announcement thread is prohibited and may result on the ICO's ann thread being removed/locked by mods. See here: incentivising posting within one or more threads is not allowed
