It already existed (ICO projects, like Enlte), but I doubt they increase or solve your privacy issue. Some other projects make an app where it can manage data access for you, and they use blockchain for settlement when you decide to sell your data. It other words: blockchain won't help you protect your data (an additional app do that), but it might help if you want to monetize your data.

If you really want to protect your privacy, maybe stop using social media, or at least make yourself anonymous.
