Hello, I am a professional web developer. I would have liked to place a bid on your project, but I just want to leave a note that JavaScript is a staple of modern web development. Google Analytics or the Facebook like button require JavaScript. There are many other useful applications for functionality and usability.
There are better ways to optimize the loading time of website than to strike-out JavaScript entirely, such as compressing the code and using plugins sparingly.
If you would be willing to re-consider JavaScript please let me know.

You will be required to create a professional, clean and distinguishable overall design, that's suitable for the project. Then you will create several (about 10) static pages using HTML + CSS. The design has to be able to work without any Javascript.
Your results will then go into further processing to build a dynamic application.
Financial reward is highly negotiable, but you'll get paid for what you make. This is a serious job offer. And, you'll get paid in BTC, of course.
