As I am starting the idea is to have no more than 20 users hosting in my web hosting server so that the server will continue to have a good performance.
20 users on the server sounds fine. I've come across servers with 10x that (unfortunately)

Thanks for the location. That sounds fine. I didn't phrase the second question very well. I meant how many different users will the server "serve"? Servers can get very slow if the admin puts 100's of accounts on the same machine.
