Every bet has a risk amount and win amount. Commission is earned off of the win amount when the bet is a winner.
So you could refer yourself if your actually wagering and win the 1.5.

Winnings are based on your refferals bets. IF you refer 200 people and they dont bet/play then your winnings are 0. If those 200 people collectively have 200btc in winning bets (regardless of losses) your winnings are 200*.001=.2.....If nobody is higher than .2 at the end of the month you would win the 1.5btc.
Login and look at your Deposit/Withdraw page and it might make more sense. There will be a leader board up in your account shortly that shows the top 5 for the month
