Abstract. Privacy issues have permeated centralized web systems, engraining the fear of
security failure, questioning who owns what, and producing an information economy far
from “reap what you sew” ideals. Worldwide, people recognize the need for a new kind
of trust-less, privacy maintaining, data operating network. Proposed fee based contract
systems offer partial solutions, but produce disconnectedness, discontinuity, and
forfeiture of propriety due to the concurrent operators privacy problem [3]. Proposed
blockchain based contract systems offer economic incentives vital to scalability but
produce vast inefficiency within a memory governed, closed, isolated system [4]. We
propose an efficient, encryption grade solution to the concurrent operators privacy
problem for peer-to-peer web frameworks. The solution is a non-random access
memoryless, consensus driven, Markov Chain Monte Carlo slice sampled, and fee
solicited communicatory operative.

How funny !!! I have never seen a PDF file existing at the web root. There should at least be an index.html where the PDF link is to be provided.
