I believe you are really new here if not you should know the answer to that question.
This site is created, hosted and funded by Bitcoin Creator.
If you know who Satoshi is then you get your answer.
Satoshi is responsible for the domain.
Check this thread for information about bitcoin.org and the date of creation

Satoshi does not own bitcoin.org, it belongs to Cobra.

Thanks for the correction...
This is why i read posts over and over again to learn more.

Why worry about this domain not yet expired it seems there are 7 years more before it expires better check the whois for more info about this website.

I don't know why did you ask it here if you can able to read the https://bitcoin.org/en/about-us
It explain how it distributed from the Founder of Bitcoin to their developers one of them is Cobra who already mentioned above and I'm sure all you need to ask is already from that about us page.

Nothing wrong if the site went offline. It doesn't relate to the Bitcoin Blockchain. Bitcoin dot org has been used for information purposes, not to operate Bitcoin
With the rapidly growing bitcoin community, we don't have to worry about the bitcoin.org site being ofline. Because we can get all information about bitcoin on other trusted sites or ask questions on the bitcoin community forum, such as the site -bitcointalk.org- here

Nothing wrong if the site went offline. It doesn't relate to the Bitcoin Blockchain. Bitcoin dot org has been used for information purposes, not to operate Bitcoin anyway. But we should worry about expiration dates. Cobra handling this, hope he will transfer someone else once he retired. This isn't a threat to Bitcoin anyway. Even a lot of people don't know about this site.

I'm wondering if this person forget to pay, someone else will buy this domain and destroy it.

There are also a few sites for the same things like:
Bitcoin.org
Bitcoincore.org
Bitcointalk.org
Bitcoin.it

All of these normally have some way of finding the other sites and other communities so if one site went down for some reason, it'd probably be enough to spread the word about a backup elsewhere.

On the domain expiring, that's very unlikely as there's a lot of communications channels open within the community so cobra would probably find that out and resolve it quickly (or just add years on in advance as is being done now).

As well as the chance someone malicious buys the domain to take the site down, they'd also be competing against those buying the domain for more positive reasons (to keep the site going for example or to stop the domain falling into the hands of a scammer).

Who is responsible for paying for the domain and hosting bitcoin.org ?
I'm wondering if this person forget to pay, someone else will buy this domain and destroy it.

The last time I checked I did not notice anything of such. Do you really know what you are talking about?. The site is running and I strongly believe  the domain hasn't expired yet and has more time before then. Maybe you just need to do a proper research before making statement.

What do you mean exactly? The domain is not for sale, and according to Whois records, the registry expiry date is in 2029. But the site is funded by the Bitcoin community and they require and ask for donations to keep it going. Are you referring to that?

The creator of Bitcoin (known with the user name: Satoshi Nakamoto) also created and owned the domain name bitcoin.org for a long time until they went away.
Martti Malmi (username: Sirius) shared the ownership for sometime before they went away too.
For a long time after that both theymos and Cøbra shared the ownership until theymos gave it up and to this day only Cøbra has the ownership.

I'm wondering if this person forget to pay, someone else will buy this domain and destroy it.
I suppose people have to learn not to rely on centralized websites (or anything else) when they start using bitcoin.
