I see that there are actually a lot of coins that are centralized, but why only EOS is their concern.
Why they mention EOS in detail is, that the way EOS was designed and new coins are mined is very prone to missuse and manipulation. If you are really interested in detail here is a very good medium article which highlights the main problems:

I'm not surprised, if Litecoin is said to be one of the best investments. the reason is because I feel for myself how they developed and became as big as they are today. My concern is the last touch, about the centralization of EOS, they say centralization is a serious problem. and I see that there are actually a lot of coins that are centralized, but why only EOS is their concern.

It is a pity that I did not invest in a coin when it cost a penny, although it has potential. I hope that the coin will show price growth at least twice. In the meantime, we can only invest and wait for big profits.

I am more shocked about the downgrade of EOS because of  "serious problems" with centralization. If centralization is really a matter coins like XRP should have been massivly downgraded, too.

All in all the rating is a very positive outlook for cryptos in general in my opinion!

American provider of investment data Weiss Ratings has ranked Litecoin (LTC) as “excellent” in regards to investment rewards and adoption

Digital currency ratings unit Weiss Crypto Ratings has classified the fourth largest cryptocurrency in terms of market capitalization LTC as “excellent” when it comes to investment rewards and adoption. At the same time, the agency ranked the altcoin’s investment risk factor as “fair,” which resulted in the B- rate in the risk to reward ratio.

Litecoin — a cryptocurrency and an open-source project released in 2011 with the idea to make a faster and cheaper to use alternative to bitcoin (BTC)  — started out at the modest $4.30 price mark and had been hovering around that point throughout several subsequent years until the crypto market surge in December 2017.
