I don't know about leading cities but here are some countries that could help you give some idea.

In Asia I know China is one of them because tons of mining farms can be found there before Bitcoin mining got banned and also Bitmain's headquarter is located there.

Japan and Korea are both worth mentioning because they recognized Bitcoin as a legal currency/asset.

Singapore is where you can find huobi's headquarters which is one of the big crypto exchanges with the highest volume.

In HongKong there's OKEx's headquarter another big crypto exchange with huge volume.
These countries are at the forefront of economic development movements. Especially the world economy to promote the economy of the country to the market. It really is the pride of those countries in the electronic money industry.

To me as I have visited Brazil therefore I have good knowledge about it that in most of the cities people are interested in bitcoin and there you can see a lot of shops who are accepting bitcoin in their shops from the customers. I think that there may be much more countries where the bitcoin users will be much more.
That is a very good news to hear, I think that in other countries also people will start using bitcoin for shopping not only in online shops but will also have the facility to use it in offline shopping center. I think that it will take a lot of time because in my country most of the people do not have any knowledge about computer and internet.

It depends on what you mean by leading cities. Places like Malta and Gibraltar want to be "blockchain hubs" but if you're a regular guy who wants to walk around and pay for food or other items with Bitcoin, forget it.

I like that someone suggested Amsterdam but also, the Bitcoin merchants aren't very easy to locate there and they only installed their first Bitcoin ATM at the airport recently.

In the Netherlands, Arnhem is the Bitcoin City (and there's also a Bitcoin City in Slovenia) - these places are famous because you can use Bitcoin as you would a regular card.

In Asia, Singapore is fast closing in on just that. Their courts this year ruled on a first Bitcoin lawsuit, and there's a LOT of startups HQ's there. As to how easily you could use your crypto there, I'm not sure yet but they've got quite a few local startups like Pundi X using Bitcoin POS terminals.

Such lists differ from one person to another but as far as I know these countries:

 1. Amsterdam: I like the quiet European cities where you can think about your projects, as the society is open to pluralism, there are some successful projects launched from that city like BitFury.
 2. Dubai: You can find everything you want in this city, an excellent place for all projects, although I do not see incentives for [Suspicious link removed]pared to other projects.
 3. Ljubljana: Small town and Bitstamp exchange headquartered in that town.

Ljubljana is a quaint little city with so much going on in terms of tech. They're less heard of but the people there are quite forward thinking and adaptable to new things. I'd say Tallinn might be along the same path as well, but I haven't been there in a while.

More and more cities are starting to get bitcoin shops selling coins for cash, so I imagine that projects wouldn't be so hard to get going. Check out Berlin, Istanbul, Amsterdam, and ask around there a bit. I think the best thing you can do is get on the ground level and then go to these shops and ask people what they've been up to lately.

China for Asia? I don't think so and not anymore, they are celebrating their win with the implementation of ban on crypto's.

I agree with Japan and to be specific, South Korea. The rest countries mentioned we're all okay in Asia.
