Go with CGminer. The ability to dynamically manage clock and fan speeds is really handy in the summer here in NJ with 80's and 90's with high humidity.
humidity shouldn't be a factor when it comes to computer cooling.

It should be significantly faster than Ufasoft on most (if not all) processors, and is the only miner to provide optimizations for AVX-enabled systems.

I would like to mention that since version 2.2 my fork of cpuminer supports both Bitcoin and Litecoin mining.
It defaults to Litecoin because at present it's the best option for CPUs in terms of profitability, but you can mine bitcoins by specifying --algo=sha256d as a command-line parameter.
I've worked hard to make the miner as fast as possible on both Intel and AMD processors; moreover, the program can detect your CPU's capabilities so that you don't have to play with settings to get optimal performance.

Cgminer for GPU is probably the best option at this time of the year.

For CPU, well, I can't say for Bitcoins, I don't see the point of mining BTC with a CPU. But from my experience with Litecoin, I've tried both Ufasoft and Cpuminer from pooler, and I think cpuminer is a LOT better. It gave me a lot less stales shares and better khash/s than ufasoft.

I guess it depends on your definition of best. There are differences in features and performance and usability, and the performance also depends on the hardware. Different people have different opinions, depending on their hardware and preferences.

For features, go cgminer. For usability and arguably speed, depending on your hardware, you could try bitminter.

For cpuminers, if you mean for bitcoin mining, save yourself the trouble. Even the best miner wouldnt come close to being worth it.
