There are different types and levels of non-kyc exchanges.
Worst option are centralized that work with some limitations and can always ask you to verify account later (Poloniex, Coinex, Mexc).
There are also centralized swap exchanges you can use without account and without kyc, and I would say that currently eXch is the best available option.
Safest option aer real decentralized exchanges like Bisq, but they are more complicated to use.

U.S. regulators act like they have authority over the entire world. Binance and BitMEX blocked U.S. residents, but they were still fined and their CEOs were arrested. As long as U.S. residents are able to find a way to bypass restrictions, because it’s impossible to entirely prevent people from breaking rules, they will claim that they have jurisdiction. They can also claim that the exchange violated U.S. sanctions if they allow people from Iran or North Korea to use their service.
What did Binance and BitMex did before they were fined? I do not know of BitMex but Binanace was fined because the exchange did not register as a money services business and failed to have anti-money laundering program which eventually result to let many residents from United States to still be able to use the exchange and Binance make money from them. If you do not have anything wrong you did with US directly, they will not have any lawsuit against you.

How is the exchange pressured by the United States government when it is providing no services for United States people. Also I have a friend that his account was blocked last week because he mistakenly use United States location on his VPN. The VPN started automatically underneath and Mexc blocked his account but he was allowed to withdraw all his money after his account was banned.

When I deposited about $350 into MEXC the platform had to ask for verification whereas before with deposits under $100 it was fine no KYC I didn't know there were other rules so I was forced to do KYC to be able to withdraw balance from there.

So you are still using MEXC without KYC?

In my case, I couldn't deposit anymore unless I KYC lol. IIRC, mexc also changed the answer for do you need kyc question in their self help bot. But I've heard from some unverified peeps that they are doing just fine so I guess it's a hit or miss. I do believe mandatory KYC is near for MEXC as we've seen a similar phase from other exchanges before they implement mandatory KYC.
Asked friends they said using MEXC exchange not doing KYC until now, I don't know what happened is it because of the balance from gambling? I am not sure about this.

Withdraw balance from casino > personal wallet > then send to Mexc.
Although I myself don't mind so much, Cheesy

I deposited $500 on the exchange just 5 or 6 days ago and nothing was asked from me. Yes I am still using the site without KYC.
It's a little weird with Mexc. Lol
I don't know what's going on why have to do KYC with $350 deposit while you $500 still without KYC. Grin

selective KYC. For example,  a user might forget to hide U.S.A ip and accidentially login into MEXC, all the balance are frozen and subject to KYC.  MEXC is getting big, and likely is pressured by U.S. government on KYC issue.

Mexc does not allow U.S. users. also there are rumors of KYC on every Mexc account soon.
The rumor was that Mexc will start mandatory KYC from 30th August but I am still unverified and I am depositing and withdrawal on the exchange.

I still use MEXC and i am yet to complete their KYC and still able to deposit and withdraw in and out of the exchange although not all services are available without completing KYC, you will have to complete KYC to be able to carry out P2P trade. Without KYC you can make use of the exchange but they now have limit on the things that can be done and i know soon they will make KYC mandatory to be able to use their platform.

Those exchanges made KYC mandatory only few months apart. Even Kucoin among also. But Mexc was still able to continue without KYC. I still believe if Mexc will make KYC mandatory, it will still be a long time from now.

This URL is monero focused. It put DEX basicswaps at top.

I have used basicswap and I like it as  UTXO coins dex style non KYC alternative.  However,  there are almost no liquidity there. I would recommend Komodo Wallet/AtomicDEX as another atomic swap based DEX instead for user friendliness and decent liquidity there.

A good place to start will be https://kycnot.me/
The above website contains exchanges which do not ask for kyc, most of them are decentralized, so you'll have to take that into account  and check if they allow limit orders.
Yeah that is true. https://kycnot.me/ has many exchanges that will not require KYC but they are not like those like Mexc which you can use limit order as Saint-loup posted. Some of them are decentralized exchanges while some are centralized but P2P. The only exchange listed among before that can fall into the category is Kucoin. But Kucoin later started requesting for KYC and it was removed from the lists.

I would say nonKYC.io exchange so far is best for me.  Xeggex is another altcoin cex that is fine to trade with no KYC, however, Xeggex seems to limit daily withdraw for non KYC account while nonKYC exchange impose no limit.

Unfortunately there are no centralized exchange without KYC at the moment, MEXC was the last exchange that I know didn't ask KYC.
Centralized exchanges that don’t require KYC is difficult to find nowadays.

In short you want an exchange that function like those Binance, OKX, Bybit, Kucoin, Bitget and others like that but not having KYC? I am still using Mexc and I withdraw often on the exchange but I have not gone for verification on the exchange. Among all the exchanges that I have used, it has the lowest trading fee. Also the withdrawal fee is very cheap even for bitcoin. There is no competition about this because it is should be the first on the list.
When was the last time you use MEXC? they've required all users to submit KYC since the last few months https://www.reddit.com/r/MEXC_official/comments/1c5j52k/mexc_requiring_kyc_for_triggered_users_or_all/

In the past I exchange my coins in non custodial wallet using MEXC provider without need to submit KYC, but I don't use it anymore because they now ask KYC.

I would like to make a poll about the best exchanges that can be used without KYC for trading,
Rather than a poll, why not make a list with features, pros and cons of using each exchanges and keep editing the op with that info so readers make their choice on which to use. Anyone can vote on a poll with little knowledge on the subject.

If its a centralized exchanges I have experience with Coinex a few months ago that doesn't ask for KYC verification they just have some limitation like it has daily withdrawal limit.

Check them here https://www.coinex.com/en/help/sections/articles/900004309243

Or you might be talking about instant exchange like Godex or eXch exchanges?
These two instant exchange does't ask for KYC.

I would like to make a poll about the best exchanges that can be used without KYC for trading, that is say exchanges allowing to place limit orders and not to only make instant exchanges at the current market price.
No matter if those exchanges only deal with cryptos and don't offer to trade against fiat money.
