After you've reported a post it will go in a queue where all the moderators that have rights to act upon it will be able to see it. They can either mark it as good, bad or handled. Depending on the section and the rank of the account usually dictates how long it takes to get dealt with. Mods might get email notifications when you've reported a post they can act upon if this is turned on. 

The time restrictions that you are running into is related to activity, and will decrease over time. Although, I still run into them from time to time and my restriction is only 4 seconds.

I just got this message while reporting some spam, but since there were 3-4 posts in the same thread I just done everything quickly but got this message >

Any sources to read about this restrictions?  I've been trough the "list of not official rules" but I cannot recall bumping in these restrictions.

Additional question, what is the procedure after the post is reported? Does it goes to the Mods for review or so?

Q: Why do I get the "The last posting from your IP was less than 360 seconds ago." error when I haven't posted today?
A: Logging in, sending PMs and reporting posts to a moderator will also be counted as posting and extend this limit back to 360 seconds. Don't worry: as your activity increases, the 360 second limit will decrease as well. Completely missed the question about the reporting - I'd also add that if you received the "The last posting from your IP was less than..." message, whichever post you had just reported likely did not make it to a mod because the forum would have ignored it due to the limitation.
