So I have been looking into this myself and I chose wirex, but I am in Europe. But I also found alternative that could work for you too. It is called Uquid.com, it supports over 200 countries including Sri Lanka. You can get plastic card for 1$ with shipping within 2-3 business days. Atm withdrawal up to $1000 and you can link it to paypal. But before you start using it, please research and check it yourself. I have no experience with them. Hope this helps

Check this list and click on the name of your country: BESTBITCOINCARD- Take note: Not sure how updated/accurate (as it stands) the information is on that website but always double check (don't completely rely [ratings and reviews] on it - ex. SpectroCoin is on that list but there are some scam accusations against them).

you can use bitcoin to fund then then accept anywhere to the internet.
I wonder why you need the credit cards that can fund with bitcoin? maybe I can give you some some advice or opinion if you are planning to use in online some services online won't work depends if what card you are using.

Uhhh I'm not sure if you meant how to buy bitcoin through credit cards or you're just looking for a bitcoin debit card since you said "virtual" so I'll just list them both.
