At this age, every company needs press exposure. I will give you one example. We have some new food stand in our place, in the beginning only few customers daily. But when they paid some ads on the web, specially food blogger, the place was literally lit than you can't even have a sit now and people are lining up outside every evening. So that is the power of press releases.

Do you think Google makes sure the company is trustworthy before allowing the ad to run? Of Facebook? Or "As seen on tv"?

What do you mean by "protocol"
Protocol like an automatic approach that as soon as you find them as a scam or involved with a shady service, you should stop helping them to have exposure through your press release.It's good for the people and also for your service, this will help you built the trust of the people because you are not allowing scam projects and companies to use your service.
