Will I have to face any penalty if moderators think that the post that I repoted was not worth being reported?

No. If your report is marked as bad your reporting accuracy decreases.

Reporting spams and completely off-topic posts (such as political discussion in a technical subforum) is perfectly valid. Direct threats to people as well as posts trying to sell stuff that's clearly illegal in many jurisdictions are also actionable.
In any case, you should give a reason - for spams, just the word "Spam" would suffice, but if it's more complicated you will probably have to explain a bit more.
However, the mods are mostly quite liberal (which is a good thing IMO), so if you just think that some post might be a defrauding attempt they'll probably leave the post as it is. If you have good reasons to suspect something is fishy, you might give negative trust to the poster, and maybe comment on their post. Be aware that some fraudsters might become pretty aggressive in such a situation, though...

The report to moderator info shows "Use this function to inform the moderators and administrators of an abusive or wrongly posted message."

So just wanted to know that what do you mean by abusive here?
