According to a research done by hackernoon website the countries that are best for ICO are Singapore, Switzerland and Cayman Island.

I hope that Russia will be there soon as well because it will be interesting how will it be changed whith the crypto and how giants will feel themselves.

If you really interested to participate in ICO you may check the softcap of the project because once reach the softcap surely it will listed in the market. Because many ICO projects are scam in nowadays so peoples are protect ourselves so we must analyse the softcap then invest in ICO is the right way and Legalization is not a good way to predict the future possibilities of ICO. 
from what i have seen majority of the countries in the world have not done anything about ICOs which means neither legalized nor illegalized them. but they are all against ICO in one way or another because of the large number of scams that keep on happening in this market and most important of all is the fact that the whole market is out of control and unregulated.
I hope that this amount will grow only, it is an example for other countries that crypto could bring the benefit for the country and it must not be denied.
Most countries have not legalised nor make ICO illiegal that I know. I think that some of them are actually in a hurry to make a good legal framework to bring ICO investment like Malta or Switzerland.
One of the areas of most concern to ICO investors is the current regulatory environment. Not only people have mixed opinions on the ICOs,but countries too. Such as Singapore,Switzerland,Island have legalized ICO.
Though there are some countries which have legalized ICO, not all of them have accepted in 100%. Google will be the best source from where you can find the list of the countries that have legalized it, countries that are neutral about it, and countries that have banned it.
