Very interesting point of view, but scholarship in the USA is possible by number of students that could receive them in every college or university. I mean it's all about the number, they don't open publicly personal statistics to students for them to analyze it. No worries, find more guides and special websites for that. I wanted to be a good cook from childhood, I worked hard from 7 or 8 years. When time passed and I had the opportunity to choose where I want to go and study, I found online this amazing website with culinary scholarship programs open in 2020. I did not have any friends or someone to explain me, to direct me, Some tips or useful information for me to have a clear image and understanding, none of that. So this website helped a lot, and from them, I made my decision where I wanted to go, and I passed with success.

Yes, I totally agree. But we must also look from the economic side, do not get rich students get scholarships, while poor students do not.

I think scholarships should be based on how well the student haS been doing on their GPA. I don’t think a student should be rewarded a scholarship based only on their ACT scores.

I believe the best way to decide if the student deserves a scholarship be based on how  much effort and work they put into working towards that scholarship. I say this because this is a way to find the hard working students willing to do the work.
