The core wallet development is pretty much on-going too. Just like any other app, it will always get an update to improve security and features, as long as it's still needed. Just check the github page, you'll see what those developers are doing.
It's more of "Bitcoin is hard to change" than "can't be changed". Because there's no one development team that simply pushes the update and it's pretty much done(just like with most if not all altcoins).

i hear that "Bitcoin has the best programmers" (Andreas Antonopoulos). Then: "Bitcoin cant be changed". I guess both is right. What is developed in btc? Or is it rather "around" btc?
