The idea of banning such a user is welcome because I realized that most people are just after posting quickly qualify them to a new rank with considering the golden fact that they are breaking forum rules

It takes a lot for someone to be banned, and it should. When someone is banned, they are permanently removed from our community, and they have no opportunity to improve their contributions. If someone is causing major disruptions, banning may be appropriate, but should never be something that is taken lightly.

This person appears to not be making any kind of contribution to the community. I reviewed some of his posts, and it looks like he is trying to get some coin via (likely fake) "sob" stories.

I will sometimes send a PM to someone I see is breaking forum rules left and right in order to try to get them to change for the better.

I think that any account that does not get one Merit or too many activities is useless, ban would be a waste of time.

But if they don't ban him, he'll still keep doing this shit posting and it will be a waste of time for the moderators to delete his post. In this scenario, I think it's better to just ban him to avoid wasting time and effort.

What are the mods waiting for to ban him?

Over the last few weeks / months I feel like I have been seeing this a lot more. Posters with dozens of deleted posts (none good) that are not banned / nuked.
Did something change, or am I just getting grumpier?
I've only seen bans when users get reports in the triple-digit numbers, IIRC.

You can go check through this post just to see how some of even the most egregious spammers are still clowning about: BPIP will give you some more insight into deletions for confirmation, as I only included the good reports against the users I submitted.

There's only one thing that is harder than getting banned for spam, and that's getting banned for trolling.

As of now 16 out of 17 posts have been deleted and it's just a matter of time till the 17th goes away too.

I think that any account that does not get one Merit or too many activities is useless, ban would be a waste of time.
If the posts increase or a problem occurs that requires intervention, then some restrictions are presented for newbie, but for this timethese forum can be considered good for everyone who wants to start, especially with the increase of scams.

Yep, and so do the scams.  I'm seeing more and more threads in the Scam Accusation section as bitcoin keeps rising, and it was pretty much the same thing in 2017. 

People are desperate.
And greedy, as the cynical little devil on my shoulder keeps whispering to me.  Bull markets will turn people's brains into pathologically money-hungry, green-eyed monsters in no time flat.

Now, as far as this guy and all of his posts, what section were those even in?  The scraped posts don't give that info, and he appears to be from Turkey.  Why wouldn't he be spamming the Turkish section instead?

There seems to be more leniency even for obvious shit like plagiarism or death threats but in this particular case perhaps the moderators don't see the full picture when you report one post. Give them that link that you got in the OP, it might help. I don't think they see previously deleted posts when they handle reports.
