Transaction size is the number of bytes needed to represent a transaction, which depends on his many inputs and outputs it contains.

I was wondering how the client determines the size limit.

It obviously isn't based on the amount sent because I have tried recurring amounts to different addresses at different times and sometimes it requires a fee, sometimes it doesn't.

Can anyone give some info as to why this occurs?
