Well, some people don't consider Russia to be "European" anyway. Besides, the Russians were never enthusiastic in following Western European trends anyway, save for that time during the modernization when the cat czar banned beards and stuff. No "European" law is broken since there is none. There may be "EU laws" but obviously that won't apply to Russia.

As far as I understand this isn't illegal in Russia. Elsewhere in Europe it would definitely come under scrutiny.
