Don't let others control your BTC -> self custody
I'd really start thinking about moving out of there OP. If something as small and trivial like buying some decentralized currency can lead to being treated like a murderer or rapist and being locked up with the rest of them then your freedoms are non existent. I would really stop looking for a way to buy cryptocurrency and risk your life being destroyed by those who are there to serve and protect and go to a country where you won't be treated like a dog.
If moving is out of the question try this p2p exchange: https://bisq.network/

The only thing I can think off for you to exchange those is to find someone in this forum willing to buy them off for you. Trusted escrows (not sure if updated) can always be found on this list if in case you need one. Escrows act as middlemen on trades that involves two parties willing to exchange good to each other but don't mutually trust each other fully. They ensure that a trade goes smoothly and no one will be burned during the process. Usually, escrows are people who are highly trusted in a certain community and in most cases, won't scam these two parties since they are already paid a fee.
