It is an open source project which maintains,releases bitcoin client software called “Bitcoin Core” and  is a direct descendant of the original Bitcoin software client released by Satoshi Nakamoto after he published the famous Bitcoin whitepaper.

It consists of both “full-node” software for fully validating the blockchain as well as a bitcoin wallet.

Bitcoin Core is programmed to decide which block chain contains valid transactions. The users of Bitcoin Core only accept transactions for that block chain, making it the Bitcoin block chain that everyone else wants to use

It is these users who keep Bitcoin decentralized. They individually run their own Bitcoin Core full nodes, and each of those full nodes separately follows the exact same rules to decide which block chain is valid.

There’s no voting or other corruptible process involved: there’s just individual software following identical rules—”math”—to evaluate identical blocks and coming to identical conclusions about which block chain is valid.

This shared agreement (called consensus) allows people like you to only accept valid bitcoins, enforcing Bitcoin’s rules against even the most powerful miners.

Bitcoin core is the reference client of bitcoin. And  a reference implementation is, in general, an implementation of a specification to be used as a definitive interpretation for that specification (This definition is a bit grandiloquent but works). During the development ,conformance test suite, at least one relatively trusted implementation of each interface is necessary to
(1) discover errors or ambiguities in the specification, and (2) validate the correct functioning of the test suite.

The function of bitcoin core is to create private key and public key, verify transaction, and create a block with 1800 transactions within 10 minutes. This is an original version of bitcoin made by Satoshi Nakamoto and we still use it now, there is no improvisation there. The developers don't want to be reckless to add features in bitcoin, and now they have to fight with a group of developers who want further development on bitcoin. CMIIW.

Bitcoin core is essentially 3 things related each one to other that collaborate in fluently way :
Development process , developers , and a reference client .

Bitcoin core usually refers to the bitcoin client. Bitcoin core refers as well with the team maintaining it (devs). Either way, it is the long standing team and implementation of bitcoin there is, bitcoin core goes way back from satoshi days.
