Looking at the big players, I think it is Ripple, with Ripple 3-5 second ledger closes. If you however look at the small ones, then maybe some others are faster, but then again their scalability hasn't been really tested yet as they don't have too many users.

The Lightning Network is a second layer solution for this, even if it is not real-time on the Blockchain. It will enable near real-time solutions, which is your goal in the end? There are other real-time solutions, not based on the Blockchain, like Xapo.

Hope this answers your question. ^smile^

is there any near Realtime blockchain founded today?

can smart contact do real-time jobs or not ?

Thanks
Its not practical as well as feasible to have a real time blockchain system. What I am getting by your real time is that there is no delay og 10 minutes within each block so the transaction can go on swiftly. This isn't possible because we need to set block interval to minimum for that lets imagine we keep it at 10 seconds then we will have a lot of orphan blocks or less utilised blocks which will ultimately waste resources and bring nothing to blockchain. So some time difference is required for transactions to accumulate. But yes some blockchains have relatively faster block intervals like ethereum but don't expect smart contracts to be real time.

There's no way to have a "real-time blockchain". A blockchain requires a certain amount of time between blocktimes. The reason satoshi a 10 minute blocktime to bitcoin is to avoid orphans forming due the network going out of sync with the rest of the world... you have to take into account the speed of light. This is why lowering the blocktime really solves nothing.

The only "realtime" payments you could get is through layer 1. This is what Andreas A calls as "streaming money" where you could be getting paid by the second.

could you please elaborate on this "streaming money" ? or link to  Andreas article, thanks

The idea is that we've always had this notion of "monthly payments", and in the future, thanks to layer 2 (or layer 1 if you consider on-chain layer 0) solutions like the lightning network protocol, we could be paid in increments as small as seconds, so we don't have to wait for the end of the month to get paid anymore. You work X seconds and you get X BTC:

This video is from Andrea's channel and it explains the concept.
