The scamming attempt arises because new members do not know the rules so trust any member.
In recent times, with the popularity of Bitcoin, many members log on to this forum, and thus their chances of being scammed are easy. "If you find a $ 100 offer on the site and $ 1 here, you will risk buying from here."
For scammers, creating a new account is so comfortable they will continue even if their profits are $ 1 per week.

Why are not banned?

This scammer is worse - https://bitcointalksearch.org/topic/sell-bitcoin-by-bank-transfer-worldwide-large-sums-otc-offers-3395124

He unlocks then locks his thread every update. Surely this isn’t allowed.

Unfortunately, scams aren't moderated - the sheer number would be too much to handle. The show goes on.

They just keep creating new accounts in the hope they get a response, they would happily scam for a $1.

I have contacted loads of scammers in my time, get their hopes up and then simply drop all contact  Grin Had a real cracker a few weeks ago, he thought I was sending 5BTC, he emailed me over 50 times in a day  Grin

At the end he was desperate, so I simply deleted the dummy email address, never educate a scammer.

99% of such proposals are fraud.  or someone wants to take away the funds, or it's special services in certain countries calculate the holders of bitcoins.  I never trusted such messages and do not recommend it to anyone.
