Right now, for a lot of folks, the best isn't Bitcoin mining at all but GPU mining of altcoins (EHT and XMR currently are the hot coins, ZCash might get hot but now it's still in the "get it working at all" pre-release stage, couple other "dark horses" out there but seem to have quite narrow limitations).

 This may change *YET AGAIN* over the next couple months as BitFury is apparenly FINALLY actually getting something out into 3'd party hands and other shifts keep happening in cryptocoin mining in general.

For me Bitmain’s AntMiner S9 Although the S9 is five times more expensive than its rivals, it also mines about three to four times more bitcoins and also uses electricity far more efficiently you need a cheap electricity to get back what you spend to this hardware miner Smiley anyway goodluck. This is really profitable. but uses lots of electricity.

From available used  hardware is the best for me  KNC Titan-s and Antminer S9

There is still profitable for me with 0,1€ / kw/h

I think most people are going to tell you what has already been said in the last couple posts, there are more variables to determine what is the "best" for you.

The fastest most efficient available right now is the Bitmain Antminer S9.
But that does not mean that it is the best for everyone.

There's a reason the answer is vague, and that's mainly because you haven't provided any information on cooling, electrical costs, etc.
If you have electrical costs below 3-4 cents and have average cooling, go for the S7 or its LN- counterpart. Otherwise, the S9 is the way to go if your electricity is below .10$/kwh and you have good cooling. The R4 isn't really good for a serious miner; it's efficiency is a little worse, even though it uses the same chips, and they charge a bit of a premium for the fact that it is home-friendly. Keep in mind you can replace fans if you need to; a 120mm pwm that has good airflow above 3000rpm will work and usually make the miner quieter.

So for mining bitcoin.

With free power I believe a used s-7  for 300 to 350 usd is a good miner.

With power at 8 cents a kwatt a new s9 is a good miner.  

Some where between 0 cents a kwatt and 8 cents a kwatt 

 say 3 cents  below 3 cent go for an s-7 

above 4 under 8 cent go s-9

Mining Alt coins  a pc with 4 to 6  rx 470 gpus is good gear.
