I see currently many project start their promoting program after they reaching softcap. Maybe they need more people know their project, and when they attractive a lot of people, investor see in their project which reached softcap, then they trust them and invest
The best moment is whe a coin hits the exchanges because the airdrops are partly intended to have liquidity in the market and the ammount is not that big as to cause a real price drop.
Before pre ICO of course. If they want huge advertise and participant they have to release airdrops.After ICO maybe second airdrop may come, but BEfore pre ICO certainly.
Airdrop is capable of developing community or spreading media very well. You consider and divide them into several stages. a minimum of 2. a period before the start of the presale ico and a stage before the main sale. I think it's the right way to release airdrop and increase community efficiency!
For the issuer, it's better to issue before the ICO.
For investors, it's better to issue after ICO.

i think it's better before the pre-ico since the airdrop can attract more investor to invest in your ICO
and don't forget to launch the bounty program
If your pre-ico phase have a high minimum amount of participation quota, then it is better to release the airdrop before the main ICO. If otherwise everyone can join the pre-ico with a minimum contribution then it is better to do it then.
