Well, to reply with a comment on the word "Best".

If you also mean "Best" for "Bitcoin" then that is clearly any of the CKPool/CKDB pools.

CKPool never generates empty, transaction-less blocks, unless there are no transactions returned by bitcoind, which is just about never on our pools.
Many pools send you empty blocks because they decided that the shortcomings of the pool software cannot be overcome.
We disagree Smiley

CKPool's default block template update time is 30s
This means that CKPool tries to confirm bitcoin transactions on average faster than or as fast as other pools.

If you prefer solo mining at a pool for TRUE decentralisation then of course that means solo.ckpool.org forum: https://bitcointalksearch.org/topic/yh-solockpoolorg-2-fee-solo-mining-usade-255-blocks-solved-763510

If you don't want the huge variance of solo mining then that means www.kano.is forum: https://bitcointalksearch.org/topic/kanopool-kanois-lowest-09-fee-since-2014-worldwide-2432-blocks-789369
