I think he is the owner of this casino so why not? Each casinos has their own limits and limits depends on their budget. If their budget is only small, then the limits are also small but if it was high, then it's also high.

Sure, as the owner of his own casino, he is entitled to set whatever limits he wants - thats the beauty of running your own game, right?.  But if he caps rolls that land on the white space while letting the other colors ride freely, is it truly a fair game? His goal seems to construct a provably fair system where all colors carry equal weight.  Yet selectively limiting one overplays his hand and calls the fairness into question.

Fair means random chance, not rigged odds in favor of the house.

Here is your choice: make it truly fair with equal odds for all colors (and adjust payouts accordingly) or keep the skewed odds and ditch the "fair game system".
That is another definition of being fair. So far, I don't see any nature of rigged here but I think the OP only had a mistake when developing that game and it pays unfairly on their side. Obviously he will follow your first choice but he may need to hire a developer that can do it properly. You hear that OP? There is nothing really special here.

it could be fair, if you implement the provably fair scheme. Meaning you allow players to choose a private seed while the hash of a public one is provided before the rounds and the players are able to check after the game if the given hash is the right one and if results are ok. Results should be able to be checked independently of course. Then your game will be considered as fair no matter the EV/edge taken by the house.

I think you have a different perception of fairness than most people in gambling would.
If you want to call a game fair you have to be able to prove the rolls are pre-determined and in the long run generally random up to the extent of the promised house edge.

By the op I perceive that OP thinks a fair game would be one making profit while the players also like it? Well, that would be s successful game and depends on more things rather than just being fair.

I suggest you to contact someone who knows how to implement provably fair system in a game. I don't have enough knowledge about it but I'm pretty sure that you can get some help from Dewez who's L0tt0.com's owner and developer and he has made some games in which he implemented provably fair system.

Hi I am not a casino operator therefore I will not be able to provide any answer to the question that you asked. Another reason why there have not been any response to this could be because the question is not clear enough or most members here do not have any experience in this. My recommendation to you would be to move this topic to the gambling board where these kinds of topic get more attention rather than leaving it here in the gambling discussion board where as you can see it is not a suitable conversation. Another recommendation is to search for users who already have a casino up and running and send them a PM with your questions. I am sure they would be kind enough to give you a reply.
