So I know that Electrum has a minimum transaction fee of 0,05 mBTC. MultiBitcoin has a big one if I remember, but what about the other ones ? When I want to send some little amount and that I do not care about the time that the transaction takes, I would like to put less than 0,05 mBTC.
If you want full control over the fees for your bitcoin Transaction then I will suggest you to leave everything and just enter in the official wallet of the bitcoin ( that is blockchain ) .
So now , if you are sending your bitcoin then you can edit the fee and can make custom fee as you want . but be careful that your low fee payment may be results into the non confirmation of your transaction , so use the recommended fee .
Here Transaction fee depends upon the amount of the bitcoin that you got from how many address and how many times , so if you want make himself away from high fee then accept bulk transaction and do no Accept small small transactions .

I believe that you can send any value of transaction provided the fee is appropriate for the size of the TX. I assume Bitcoin core would allow you to do something like this. You can also generate TXs manually and broadcast it to blockchain.
No... he isn't concerned about the value of the transaction... he is concerned with minimum fee and sending TX where the fee isn't appropriate to the size Wink

OP can just use latest version of Electrum (2.8.2), and select "Edit Fees Manually" from "Tools -> Preferences -> Fees"... then when he goes to send the transaction, he can set whatever ridiculously low fee he likes Tongue

Just bear in mind that the Electrum servers (and/or Bitcoin Network) may not relay your transaction if the fee is too low.
