Some people confuse Whitepaper and Whitelist. This is when you are signing up to be allowed to participate. For many ICOs that are done on ethereum the smart contract that governs distribution of the coins will only allow a ‘whitelisted’ person to participate and be allowed to receive tokens. That is the usual case and sometimes people just throw it out there to sound official because they want to look and feel like other ICOs. Now mostly every ICO request investors to get whitelisted before their token sale launch in order to participate in their ICO, they usually request from their investors to know about their background like from which country they are because as some countries don't allow their citizens to participate in ICO like China. Also, you will get some bonus if you apply to get whitelist in early stages, & you have to mention the BTC/ETH amount you are going to invest. You cannot buy coins in ICO if you don't get yourself whitelisted.

Whitelist is the list where the ICO investor is listed as a early bird to invest on that particular ICO. Basically to make the interested investor in the first row, whitelisting is made. Also to prevent the rush on the ICO as it is very hype nowadays, whitelisting can help. Moreover, in whitelisting(for some ICO) you need to pass KYC(know your customer) process rather that just activating email. By signing to whitelist you can participate on that ICO and you will be notified earlier than non whitelisted investors.
