There can be legitimate platforms that doesn't have any license but would still pay you and fair to its customers, and there are 'licensed' (it can just be a fraud/fake license) that was just scam.
As far as I know, you can actually open an online casino without having any license, but for some countries where there is strict regulation apropos to online gambling, your casino might lead to being closed. That is why it would be a wiser decision to consult first to an official before starting such project where legalities is involve especially in crypto space where majority of countries are still in the grey area.

Take note that still having a gambling license is a must if you want your business to freely operate and avoid any legal trouble.

@OP, I've found a website that offers services to get a an online gambling license to various countries. I am just not sure on how to check them individually.

Costa Rica does not issue gambling licenses.

Curacao usage right contracts appear to be not valid. Google: Curacao license scam

Alderney, Isle of Man, Malta and UK Gambling Commission licenses are valid, but that does not mean that you will get your right.

Also is there a list of valid licenses?

There are no "valid" licenses across the online platforms of the gambling world. There can be legitimate platforms that doesn't have any license but would still pay you and fair to its customers, and there are 'licensed' (it can just be a fraud/fake license) that was just scam. But we do always consider the license of a gambling platform that is to operate in their local country. But with such license being shown publicly to all of its users, it is also important to double check it. Most countries do have a local department (which gives the licenses to gambling/casino owners to operate) that has online websites which you can see if such companies where registered or not.
