(slang) a person who perpetrates a scam; swindler
Basically someone that doesn't want to pay dues, work hard, has ethics, or earn money the honest way. Usually lazy assholes that use a vehicle like say Bitcoin, to convince noobs and naive people they can get rich quickly, by investing into a scheme or scam operation.
Alot of the early Bitcoin mining manufacturers and most cloud mining operations run an ongoing scam.
Only Butterfly labs got closed down by the feds right? I haven't heard of other operations getting shut down.
