Nothing is unusual or selfish here.

Please note that the block just takes ~10seconds to find, and thus it doesn't include any tx (other than the coinbase one).

You can find the other block found by this pool here.

And you will find that their other blocks does include tx. Cheesy

No, it is not unusual, and it is not selfish. Pools with slow propagation rates will keep their blocks small to avoid Orphans. Or, perhaps their list of available transactions didn't update in a timely manner.
