I just assumed the back of the heatsink was flat, didn't know it had channels for the ASICs

Yes.
So it is a hashing board. You just need to purchase a control computer and a PSU with that (I think).
If that device has more than 1 hashing board in it whan produced by bitmain, then it will just be a replacement.

It's an S4+ board. 3x17 string, top-cooled on the backside, no VRMs.

Guy knows his stuff, probably right.

I think you can purchase hasing boards separate.

Are you sure that it specifically stated bare hashing boards?

It seems quite unusual that someone would remove the chips, although, some people purchase bitcoin miners froom Bitmain and use them for parts on their miners.
E.G: they may have a USB device that they want to use to put chips inot such as the U3 and replace old chips with newer ones, or even sell the chips separately. I think this is the case as you cannot purchase single chips from bitmaintech.

Or that it doesn't have either/both:
  • The Control Computer
  • The PSU Included

Found this on eBay. It says its an S4 bare hashing board, but where are the chips?

Dogie posted a photo of a regular S4 board  in the second photo.
