I will see what beggars are like, is the beggar body still healthy or helpless, if the beggar is healthy then I will not give him money but I will give him advice. If the beggar is helpless then I will give him money and help him in other matters.

I might not because there is a reason why the government doesn't allow people to give money to beggars so most of the time I might not give

My own opinion is that if you love begars so much and you really wish to help, start a small NGO that provides basic needs such as food, clothing or shelter etc. to the less privileged. This way you avoid breaking the law and still be able to accomplish your objectives. Overtime, you may get support from the government or private companies/individuals.

The worst thing about giving money to beggars is that you don't know if they are telling the truth. In many places beggars are actually quite rich. They realize that they can make more money just sitting on the street than at a regular job, so they choose to do that. Some of them will even make up fake illnesses or stories. They may say that they need money to buy bus tickets home. Then you can see them in the same place asking for money for a bus ticket home the next day. They don't actually want to leave. Money is not the best way to help others. There are many people who cause poverty for their own reasons. Some are very lazy and have some bad hobbies. There is no need to pity such people. Of course you can give up some food or advise them to work out of humanitarianism.

If a Country's rule not to give money to beggars, then it must be followed. and it's safe to assume that the Government of that Country already got some ideas to prevent the beggars from what they are doing.so I will obey the Rules and will still help beggars by giving them what they need instead of Money.
In my country, I do not allow to give money to beggar, and I will get fine or will be arrested for giving them money. If they are then that is their own fault. They can work on their own if they have two hands and two legs and almost everything they need for work! There are so many employment options in the country, from swiping, car washing and much more which doesn't need formal education or things like that! If they are willing to work then they can surely and could make a difference in everything.
Giving money to poor is not good thing as it depresses their will to self-work! So its better that they are left alone and let them think by themselves to work more and feed themselves.
